Jacob identifies his twelve sons as Israel's tribes before dying
And Jacob called unto his sons, and said, Gather yourselves together, that I may tell you that which shall befall you in the last days. Gather yourselves together, and hear, ye sons of Jacob; and hearken unto Israel your father. And the Lord spake unto Moses, saying, Send thou men, that they may search the land of Canaan, which I give unto the children of Israel: of every tribe of their fathers shall ye send a man, every one a ruler among them. And Moses by the commandment of the Lord sent them from the wilderness of Paran: all those men were heads of the children of Israel. Moses blesses named tribes without a blessing for Simeon
And he was king in Jeshurun, when the heads of the people and the tribes of Israel were gathered together. Let Reuben live, and not die; and let not his men be few. And this is the blessing of Judah: and he said, Hear, Lord, the voice of Judah, and bring him unto his people: let his hands be sufficient for him; and be thou an help to him from his enemies. And of Levi he said, Let thy Thummim and thy Urim be with thy holy one, whom thou didst prove at Massah, and with whom thou didst strive at the waters of Meribah; Who said unto his father and to his mother, I have not seen him; neither did he acknowledge his brethren, nor knew his own children: for they have observed thy word, and kept thy covenant. They shall teach Jacob thy judgments, and Israel thy law: they shall put incense before thee, and whole burnt sacrifice upon thine altar. Bless, Lord, his substance, and accept the work of his hands: smite through the loins of them that rise against him, and of them that hate him, that they rise not again. And of Benjamin he said, The beloved of the Lord shall dwell in safety by him; and the Lord shall cover him all the day long, and he shall dwell between his shoulders. They shall call the people unto the mountain; there they shall offer sacrifices of righteousness: for they shall suck of the abundance of the seas, and of treasures hid in the sand. And of Gad he said, Blessed be he that enlargeth Gad: he dwelleth as a lion, and teareth the arm with the crown of the head. And he provided the first part for himself, because there, in a portion of the lawgiver, was he seated; and he came with the heads of the people, he executed the justice of the Lord, and his judgments with Israel. And of Dan he said, Dan is a lion’s whelp: he shall leap from Bashan. And of Naphtali he said, O Naphtali, satisfied with favour, and full with the blessing of the Lord: possess thou the west and the south. Territorial portions distinguish Ephraim Manasseh and a separate Levite holding
Now these are the names of the tribes. From the north end to the coast of the way of Hethlon, as one goeth to Hamath, Hazar–enan, the border of Damascus northward, to the coast of Hamath; for these are his sides east and west; a portion for Dan. And by the border of Dan, from the east side unto the west side, a portion for Asher. And by the border of Asher, from the east side even unto the west side, a portion for Naphtali. And by the border of Naphtali, from the east side unto the west side, a portion for Manasseh. And by the border of Manasseh, from the east side unto the west side, a portion for Ephraim. And for them, even for the priests, shall be this holy oblation; toward the north five and twenty thousand in length, and toward the west ten thousand in breadth, and toward the east ten thousand in breadth, and toward the south five and twenty thousand in length: and the sanctuary of the Lord shall be in the midst thereof. And the residue in length over against the oblation of the holy portion shall be ten thousand eastward, and ten thousand westward: and it shall be over against the oblation of the holy portion; and the increase thereof shall be for food unto them that serve the city. And they that serve the city shall serve it out of all the tribes of Israel. All the oblation shall be five and twenty thousand by five and twenty thousand: ye shall offer the holy oblation foursquare, with the possession of the city. And the residue shall be for the prince, on the one side and on the other of the holy oblation, and of the possession of the city, over against the five and twenty thousand of the oblation toward the east border, and westward over against the five and twenty thousand toward the west border, over against the portions for the prince: and it shall be the holy oblation; and the sanctuary of the house shall be in the midst thereof. The sealed tribes include Levi Joseph and Manasseh but omit Dan
And I heard the number of them which were sealed: and there were sealed an hundred and forty and four thousand of all the tribes of the children of Israel. Of the tribe of Juda were sealed twelve thousand. Of the tribe of Reuben were sealed twelve thousand. Of the tribe of Gad were sealed twelve thousand. Of the tribe of Aser were sealed twelve thousand. Of the tribe of Nepthalim were sealed twelve thousand. Of the tribe of Manasses were sealed twelve thousand. Of the tribe of Simeon were sealed twelve thousand. Of the tribe of Levi were sealed twelve thousand. Of the tribe of Issachar were sealed twelve thousand. Gerizim's blessing group includes Simeon Levi Judah Issachar Joseph and Benjamin

The sealed people from Israel total one hundred forty four thousand
And I heard the number of them which were sealed: and there were sealed an hundred and forty and four thousand of all the tribes of the children of Israel.
Genesis 49:1-33 and the overlapping Genesis 49:1-28 identify Jacob's twelve sons as tribes, including Levi, Joseph, and Dan. Deuteronomy 27:1-26 and the focused Deuteronomy 27:12-13 use the same set for a ceremony, splitting it across two mountains. The separate Deuteronomy 27:12 quotation contains only Gerizim's half of that arrangement. Reuben's firstborn status and the individual tribal representatives in the short excerpts do not supply independent competing tribal lists.
Numbers 1:4-15 replaces Joseph's single entry with Ephraim and Manasseh and omits Levi from the listed census representatives. Numbers 13:1-15 does the same for the scouting party, expressly identifying Manasseh with Joseph. Deuteronomy 33:5-24 includes Levi and Joseph but does not give Simeon a named blessing, while referring to Ephraim and Manasseh within Joseph's blessing. Ezekiel 48:1-27 assigns separate territorial portions to Ephraim and Manasseh and gives the Levites a distinct holy holding rather than one of the ordinary tribal strips.
Revelation 7:4-8 changes the membership again. It lists Levi, Joseph, and Manasseh, leaves out Dan, and does not name Ephraim, while retaining twelve groups of twelve thousand. The texts consequently do not offer one invariant roster. Their different functions explain why simply counting every named ancestor as another tribe is inadequate, but the supplied passages do not explain every substitution, especially Revelation's omission of Dan. The discrepancy is changing tribal classification, not proof that each shorter selected verse claims to list all twelve.
